Professional Experience and Education.
  • Graduate of Furman University, Bachelor of Arts in Political Science (1973).
  • Graduate of Emory University School of Law, Juris Doctorate (1977).
  • Practiced law in Decatur, Georgia from June 1977 until June 2010. 
  • Part time Associate Judge in the DeKalb County Magistrate Court, May 1985 to June 2010.
  • Full time Associate Judge in the DeKalb County Magistrate Court as of June 1, 2010.
  • Author of “Restrictions on the Right to Direct Appeal Under Georgia's Appellate Practice Act,” published in the Georgia State Bar Journal, Vol. 21 No. 1, August, 1984. 
  • Trained as a mediator through the Institute of Continuing Judicial Education of Georgia (I.C.J.E.), basic and advanced courses. 
  • 1999 graduate of courses at The National Judicial College in Reno, NV. 
  • Extensive experience teaching courses to Magistrate Judges through I.C.J.E. 
  • Former member of the Board of Trustees of Institute of Continuing Legal Education in Georgia (ICLE).

Professional and Civic Involvement.

  • Member of the State Bar of Georgia and the Fiduciary Law and General Practice and Trial Sections of the State Bar of Georgia. 
  • Member of the DeKalb Bar Association, Inc., President, 1993-94.
  • Active in pro bono civil representation through the DeKalb Volunteer Lawyers Foundation.
  • Member of the DeKalb Lawyers Association.
  • DeKalb Volunteer Lawyers Foundation Pro Bono Public award received in 2004.
  • Recognized by The Pro Bono Project of the State Bar of Georgia for work with low income citizens. 
  • Former member and Chair of the Advisory Board of the East Metro Service Center, American Red Cross. Former member of the Board of Directors of the Metropolitan Atlanta Chapter of the American Red Cross
  • In 1999, the American Red Cross awarded Mr. Harvey the Clara Barton Volunteer Award Medal, given for meritorious volunteer leadership. 
  • Former member of the Board of Directors of The Tim Redovian Memorial Fund, Inc.
  • Chairman of the Avondale Estates Board of Appeals.
  • Member of the Decatur Business Association.
